Yes the affects of Katrina are still going on. Like I said I am in the south right now and being here you hear about how a huge part of New Orleans has not been rebuilt and how bodys are still being found. Also the Prot of New Orleans still doesn't have all it business back.
As for when you should visit, I have no clue. I have never been to New Orleans.

It is slowly coming back but the main tourist areas are back in business from info I received from friends who live there. I would avoid the area during the summer months as the heat and humidity are incredible. When I visited the area in August one year, I could not believe people could live there during the days w/out air conditioning-it is like walking into a steam room!

Now if you added 10 or so degrees and 95% humidity to what we had in So. Cal this past July, you would be a typical summer in New Orleans. The area is a hot miserable wet swamp in summer. The rest of the year can be quite lovely.

I've been in New Orleans during the winter when there has been a low pressure system parked over the Gulf. It was plain old miserable, very damp, grey and nasty. I've also been there on Christmas Day. That year the sun was out, the temps in the sixties, the natives were wearing long coats and gloves, complaining how cold it was, and the visitors were running around with nary a coat or jacket. I also have a friend that keeps an apartment in the French Quarter. One recent Christmas she sent me a photo of her in shorts standing in her courtyard surrounded by a heavy fog holding a sign which read 80 degrees on Christmas Day, but such warm temps are very unusual that time of year.
So it's a mixed bag when it comes to weather. One thing though is for sure. The tourist attractions are up and running now, and they can be had at bargain prices. Last June I stayed at a 3 star French Quarter hotel. It was $67.00 a night. I haven't seen prices that low for a hotel in the Quarter in ages.
