NCL are the only cruise line with "large" US-flagged cruise ships. Therefore, they are exclusive there. RCI, Celebrity, HAL, and others send their large ships to Hawaii seasonally. I don't see why this wouldn't be competition!

I understand that, what I am wondering is if the rule that no other ship applies to all ships or to just the larger ones (as what they are referred to as large ships)

From what I understand, any US flagged passenger ship can cruise within the Hawaiian Islands. That would include the small US flagged coastal ships (but they would have to be positioned there in the first place). I don't remember any small cruise ships doing the inter island route but it could be a nice option to cruising on a 3000 passenger cruise ship. For 20 years, the 800 passenger Independence and Constitution were the way to see the islands year round (a rebuilt Monterey failed in the late 80s). It is incredible that NCL-America can fill three huge ships every week on that route and w/passengers paying non-discounted rates compared the the Caribbean.

OO, ok then. I was not sure 100%. That is what I was thinking, see Hawai'i on a small ship (like those of CruiseWest)
