SOLAS compliance has changed so many aspects of her design, including the width of the hull to make her more stable.
After the initial flurry of interest how many people do you think will want to sail in her? How many people will want to go in Third Class with its lack of amenities? How many people will want to cross the Atlantic in November or February when it is cold and rough on a ship that has limited amenities?
If they are going to be faithful to the concept there will be no outdoor pool. Minimal activities. No real sports and recreation facilities.
Meeting international regulations will be the least of his problems. He would be better suited to plan a few crossings followed by some international world tour to all the major ports.
But then what does he do to fill up the ship? Can't you see it doing Caribbean cruises with a rock wall on the fourth funnel, a MUTs hung from the main mast, a pool tank on the stern?
