With Deltamarin (who helped design Oasis and Solstice) and Tillberg (QM2, Breakaway etc.) on-board, do cruisetalkers still think the project is a pipe-dream?

Tillberg is currently working on the "New France". So i don't think their involvement with "Titanic II" is a good clue about the reality of this project ...

Pay their bills and Deltamarin and Tillberg will happily design a boat for your bathtub!

Yes they are serious firms and know what they are doing but they are in business to make money so if a fool wants to pay them to do designs they will do them. With a relative drought in new construction I am sure these firms have time on their hands too which makes them all the more happy to work on all sorts of concepts.
