In such cases as the tragic accident above I doubt if a lifeguard would have made any difference. Drownings are rare. I can only find 3 online and one of those on HAL occurred when the pool was closed.
On ships with waterslides/flumes etc there are staff in attendance, do they keep an eye on the other water attractions too? Are they qualified lifeguards? Do all entertainment crew have basic first aid training? I don't know, but I don't personally see any need for lifeguards on pool duties on a ship.
However competent a swimmer, at any age, an accident can happen. At age 6 a child can be more competent a swimmer than many adults - I was.
