Frankly I'm a little surprised it's not the new design that Princess and P&O are building. There must have been significant changes to the Concordia design as in it's current state it's not "safe return to sea" compliant. I really thought CARNIVAL BREEZE was going to be the last we see of this core design dating back to 1996, but apparently not.

There seems to be some confusion about whether the DREAM-class design complies with Safe Return to Port. I've heard that it does and that that was one of the major reasons for designing a new hull, but then I've also heard that it doesn't. I guess if it doesn't then the necessary changes are being made now since there is no way this new ship will get away without complying.

Of course they are all closely related. You can draw a pretty direct line back to HOLIDAY for the design of these ships, really. There seems to be some confusion about whether the DREAM-class design complies with Safe Return to Port. In the press release Costa stated it's "an evolution of the Concordia Class". Of course CARNIVAL DREAM is essentially an evolution of the Concordia Class (really the Conquest Class and Destiny Class before that) and I agree it's likely this new ship will be a sister to CARNIVAL DREAM. I suppose Costa is just trying to make it appear that they have their own unique classes of ships and not affiliate themselves with Carnival ships. An interesting play on words.
I've also read conflicting reports about CARNIVAL DREAM and her sisters being "safe return to port" compliant. I'm not sure if they are or not.
