California State Senator Joe Simitian has sponsored a bill that would require cruise ships embarking from ports in California to have a Sea Marshall/Ocean Ranger on board.

The official would be responsible for monitoring matters of public safety and environmental compliance.

To fund the program, this bill would authorize the Department of Justice to assess a fee on a ship of $1 per berth per day the ship is operating in California’s waters.

The bill passed its first round of approvals yesterday.

Someone wants a lot of free cruises in return for a few minutes work during the passing of the vessel through the last few miles of the cruise, in Californian Marine Waters.. as outside that they have no say in the matter. Laughable imo.

Stupid idea. Cruises don't stay in California waters long enough for this to make any sense at all.

So, the Carnival Splendor has a double capacity of 3006, which means it will cost passengers $21,042 a WEEK to have one schmuck on board to parade around while the ship is in CA waters?

And that's just based on doubles.

Yeah, this is brilliant.

That is what our nanny state is all about. We have huge problems w/failing public schools, gangs and countless poor immigrants and they want to focus on this??

Sea Marshall's already board inbound cargo ships here in California. They are a part of the U.S. Coast Guard. But like it has been said before it does not make sense to have them on board for such a short amount of time.

I suspect the driving force behind this may be environmental, rather than security (or public safety as referred to).
USCG Sea Marshalls have been boarding some passenger ships, both inbound and outbound since 9/11 depending on the profile and assessment made by the USCG on each call.
A similar "ranger" programme was narrowly approved in Alaska in 2006 with the aim of "Creating an Ocean Ranger program requiring independent observers to monitor "state and federal requirements pertaining to marine discharge and pollution requirements and to insure that passengers, crew and residents at ports are protected from improper sanitation, health and safety practices."
Alaska have added $50 head tax of which $4 goes to the ranger programme. The bill was sponsored by, amongst others the Blue Water Network - A California based environmental group.....
I am not sure if it has been implemented fully yet.
