Interesting. Maybe the present SOLAS rule s do not go far enough?
1. Smoking will be banned 100 percent on cruise ships regardless of where it is.2. A redesign of balconies so that they become part of the ships fire protection system.

Or is my recollection incorrect?
I don’t think they will try to ban smoking, at least not in the near future. Carnival tried it with just one ship out of their entire fleet and it did not work. They could not fill the ship and ended up moving it to the other coast and making it a smoking ship again.

I do not think so - this are only first measures to react to the incident - more profound consequences can only follow a proper investigation - and I guess the results of this investigation will only be available in some months.

Even if they eliminate all flammable materials you'd still have something that will burn very slowly, and what about flammable things left inadvertantly by passengers on balconies?

As Carlos Fernandez said in a previous post it is those smoking carelessly who are the problem. This issue has to be addressed somehow or the next time we may have an incident with far worse consequences.

Never! Smokers would not cruise and that would represent a loss of income.
You can't really stop all people being careless, therefore as you have said the balconies now need to be considered a major fire risk and be built as such.
