Is already been practiced by most of the cruise lines that they hire low cost crew in order to keep the cruise prices at the bottom . Most of the low cost crew come from countries such as Philipines, Indonesia , India and others and are used for jobs in gally , maintenance and other jobs that not require contact with passengers . Since 2000 in the low cost crew they been included also Romania , Bulgaria and Baltic States most of them work in passenger service such as room service , dinning room,bar . After the entry in European Union and the economy grow in this countries i see that the number of the crew from this countries is decreasing .

Most of the forum users are passengers ,do you see this change ?

It really depends on the cruise line. Celebrity hires many Europeans for the dining room. Holland America hires primarily Indonesians, Royal Caribbean use to hire many Jamaicans...not so much any more. It is still common practice to hire people from economically challenged parts of the world to offer them "opportunity" for an interesting life at sea that pays well compared with their local standards, and these people tend to be hard-working individuals, because they understand the value of actually working for their paycheck. I think the cruise lines take good care of these people from around the world, and it's a win win situation. I know of many crew from third-world countries that started out working on the ships and now have a very decent life thanks to the opportunity they had to work on the ships. Many worked hard to get U.S. citizenship so they could eventually live and work in the States, or some other country that has more opportunities for growth.

Cruise lines will source the cheapest staff what ever the country that they are from. As economies grow their choice of the nationality of staff will change.

When HAL first opened the Pinnacle Grille/Marco Polo restaurants, they hired Eastern Europeans as waiters and Maitre'ds. This didn't last very long as they tended to be very formal, unlike the Indonesian wait staff and rude. Over the last couple of years I have noticed that HAL has replaced most of the European staff with the Indonesian waiters in the PGs.

We did however have a very rude Dutch gal as the Asst. Maitre'd in the Pinnacle last cruise and one of our group told the hotel manager about her rudeness.
