Those who honestly believe that the ban will make a ship safer must be blinkered !. Your going to get people having a crafty out of sight fag and throwing the butt in the sea possibly being sucked back onboard , thus causing fires. I can't believe the lines haven't thought about this flaw in policy.
I'm sure someone will come on and "explain" it all though.

Actually, onboard revenue was down on the PARADISE, compared to that aboard the other ships in the fleet. As lauded as the no-tolerance smoking policy was, the facts were clear, that with smokers on board, revenue in the casinos and bars was higher. So ideally, a system that accommodates both smokers and non-smokers seems to have worked out the best.

It is foolish and childish to suggest that a complete smoking ban will be responsible for a ship burning down due to sneaky smokers. You have more chance of killing yourself from cigarettes in your own home than a cruise ship.
If you remember the Star Princess fire the fire started on the balconies on the windy side of the ship. those open balconies created a wind tunnel where oxygen was sucked into an area enough to light a flame and burn the ship. The ship responded by turning against the wind and shutting down ventilation and hosing the fire.
The ventilation and fire screens are adequade on a ship to prevent a major fire should it be detected. Given the fact that balconies now have smoke detectors and sprinklers it is less likely a fire will reak havok on a ship in that area.
For a cigarette to cause a fire on a cruise ship you need a source of fuel to ignite it and a stream of oxygen.
