There a three decks of 'hull hole' style verandah cabins on QM2. Two decks in the white painted area and one in the black portion directly below the lifeboats (refer to the photo of QM2) Having not traveled on her yet (next year ) I doubt there is enough room for two people to relax on lounge style chairs. Most likely there will be 1 or two plastic chairs and a side table. These verandahs are really just for getting fresh air and enjoying the sights. The higher priced cabins and suites have larger to really large verandahs.

I suppose it depends on the sea conditions and what you use you balcony for. I rarely choose to sit on my balconly, but used it to take photographs and admire the view.
A present Naval Architect who critiqued my design mentioned and on the QM2 team mentioned Mickey Arison dictates 7 balcony decks. Balcony cabins have a very high markup over regular outsides and make or break a ships profitability.
Unless one is a misanthrope, the only real use they provide are for napping when the wind is not too strong, or in my case leaving the door cocked open at night to sleep to the sound of the ocean.
The hull hole is a compromise and to me uninviting.
