"ODESSA. On September 14 2000, the Black Sea Regional Customs Service filed a complaint with the Ukrainian Ministry of Defense against the Ukrainian border forces, which illegally search vessels in the Odessa seaport. The customs service holds that the border service should check passports, but not perform customs duties. Commenting on the complaint, Stepan Kostyuk, deputy commander of the Ukrainian Southern Border Forces, said, "The staff of the Black Sea Regional Customs Service and the Ukrferri steamship company illegally allowed the ship "Caledonia" into the Odessa port from Istanbul with a load of 90 [metric] tons of chewing gum. The border service took measures to seize the cargo. That displeased the customs officers, who were receiving handsome recompense from the smugglers."
